I&#039;ve seen cases where the officials will actually withhold the application  and demand money quite openly. This is textbook Blackmail as they are refusing to do something (aka harm you) unless they are paid. And the individual commits a crime by giving in and paying the money aka Bribe.

I normally like your posts but in this case, this is something that I feel you are completely wrong. This kind of rationalizing is what has emboldened everyone to accept rampant corruption as normal.
