		<description>I heard a great discussion about this on NPR a while back and I too was caught off guard by this.  I&#039;m in favor of bettering emissions standards obviously, but if left up to the states, you know some of them are going to be happy with just &quot;not failing.&quot;  In other words, they&#039;re going to do the least amount of work possible to not get punished by the fed.  I commend California for being a leader in this movement, but I would&#039;ve liked to see Obama mandate that all states have to reach CA&#039;s standards by 2020 or something.  Otherwise, states like the one I live in won&#039;t really be doing much in this area.

I also heard a discussion about (it was either Washington or Oregon) passing laws regarding e-waste recycling.  Manufacturers of computers, batteries, cell phones, etc. that have a lot of toxic chemicals/metals in their make-up are now having to pay a certain amount of money towards the recycling of their products.  Similar-type discussion...hooray for the west coast embracing progress.</description>
